Hi Pastit,
I don't have a heater resistor, but I did have mine fail. The fault turned out to be the thermal fuse soldered to the resistor assembly. A cheap replacement from Maplin https://www.maplin.co.uk/search/?text=thermal+fuse soldered in & everything fixed.
Symptoms were that only the max fan speed worked.

A good question.
It was a while ago and I no longer have the car, but 128 degree C sounds familiar: https://www.maplin.co.uk/p/128c-thermal-fuse-ra15r

If you do have a go at fixing it yourself, hold the leads to the fuse with metal pliers when you solder. They act as a heatsink & stop the heat from the iron blowing the fuse. It took me a couple of attempts before I realised.
